The LM International RISE Policy Evaluation offers a comprehensive review of the RISE programme, which aims to advance sexual and reproductive health and rights (SRHR) for adolescents and youth, particularly in fragile and humanitarian contexts. The evaluation seeks to answer critical questions around how locally-led, rights-based SRHR initiatives can be effectively integrated into both humanitarian response and long-term development, and how such approaches impact young people's empowerment, health outcomes, and community resilience.
It addresses critical questions, including the extent to which youth-led and locally driven approaches strengthen SRHR outcomes in crisis-affected areas, the barriers and enablers to achieving sustainable policy influence and systems change in SRHR advocacy and how such interventions can be better aligned with the humanitarian-development-peace nexus.
The report highlights the programme's successes in building capacity among local civil society actors, promoting inclusive youth participation in decision-making and embedding SRHR in broader development strategies. It concludes with strategic recommendations for scaling, sustaining, and replicating the model: emphasising the importance of intersectional approaches, gender equity and cross-sectoral partnerships.
